Elliot Group has revealed its plans for the Pall Mall site in Liverpool, purchased from collapsed developer North Point Global last year, ahead of submitting a planning application by September.

The plot consists of a 2.6-acre site with planning permission for a four to 18 storey mixed-use scheme. The development was part-built when Elliot Group bought it from the Landwood Group, acting for receiver FRP Advisory, with PP O’Connor appointed to demolish the concrete frame left when the project stalled.

The replacement scheme Elliot is proposing is larger than previously approved, and is made up of four residential buildings, built in pairs and stepping up in height from 16 to 24 storeys. Sitting next to the apartments would be a 28-storey tower, providing a mix of hotel and residential use, and facing Elliot’s three-tower Infinity project which is currently under construction on the other side of the road. A two-storey amenity block will also be built to include a pool, gym and spa.

Each pairing of residential blocks sits on a two storey podium which includes amenity space, offices and undercroft parking to serve the development.


Overall, the site could deliver more than 800 apartments and 256 hotel rooms.

According to Elliot Group, the company is in detailed discussions with two separate global hotel brands to take space in the scheme.

Elliot Lawless, the developer’s director, said: “The site is just a couple of minutes’ walk from the new cruise terminal and this has really piqued hoteliers’ interest.

“The hoteliers approached us which has given us confidence to progress that part of our plans in more detail. We’ve not yet decided whether to include any substantial office space in the overall development, but the fact is that Liverpool needs to be able to offer a pipeline to the market if it is to stand a fighting chance of securing any of the footloose requirements out there.”

Elliot is in advanced discussions about its proposals with Liverpool City Council and is on target to submit a detailed planning application by mid-September.

The architect for the new scheme is Falconer Chester Hall in Liverpool. Zerum is acting as planning consultant.
